Abstract
Penelitian ini memfokuskan pada dinamika Adaptive Governance dalam konteks angkutan massal darat di Kota Pekanbaru. Dengan batasan pada fenomena kemampuan beradaptasi angkutan massal tersebut, tujuan penelitian adalah menganalisis bagaimana pemerintah setempat menerapkan Adaptive Governance. Metode penelitian yang digunakan adalah kualitatif dengan wawancara terstruktur. Temuan menunjukkan bahwa pemerintah telah berhasil beradaptasi melalui koordinasi, kesatuan tindakan, dan komunikasi efektif. Peningkatan kapabilitas tercapai melalui pelatihan dan rekrutmen, sementara perluasan partisipasi terjadi melalui perencanaan-pelaksanaan-evaluasi. Temuan lainnya menyoroti perlunya inovasi berkelanjutan untuk menghadapi ketidakpastian. Rekomendasi meliputi hendaknya ada pengadaan sebuah platform khusus untuk mempermudah pola penggunaan angkutan massal serta percepatan pembaharuan pembangunan untuk mengurai masalah kemacetan yang kompleks di Kota Pekanbaru.
