Transformasi digital dalam penyelenggaraan pemerintahan melahirkan Keputusan Tata Usaha Negara berbasis elektronik yang memunculkan persoalan hukum baru terkait keabsahan, pembuktian, dan mekanisme pengujiannya di Peradilan Tata Usaha Negara. Kajian ini bertujuan merekonstruksi konsep Keputusan Tata Usaha Negara elektronik dalam perspektif litigasi kenegaraan guna menjamin kepastian hukum. Metode yang digunakan adalah penelitian yuridis normatif dengan pendekatan peraturan perundang-undangan dan konseptual. Hasil kajian menunjukkan bahwa digitalisasi administrasi pemerintahan belum sepenuhnya diikuti dengan pembaruan norma hukum yang memadai, sehingga menimbulkan ketidakpastian hukum dalam praktik peradilan. Rekonstruksi diperlukan melalui penguatan konsep legalitas, perluasan definisi keputusan administrasi, serta penyesuaian mekanisme pembuktian elektronik dalam hukum acara PTUN. Kajian ini berkontribusi bagi pengembangan hukum administrasi digital di Indonesia, khususnya dalam mendorong pembaruan legislasi yang responsif terhadap dinamika teknologi informasi.
