Analisis Kebutuhan Akses dalam Penanganan Keadaan Darurat di Area Selatan Bandar Udara Internasional Yogyakarta

Keterbatasan akses operasional kendaraan Airport Rescue and Fire Fighting (ARFF) di area selatan Bandar Udara Internasional Yogyakarta terjadi akibat belum tersedianya jalan penghubung yang melintasi saluran sungai atau parit serta emergency access gate pada pagar parimeter sisi selatan, sehingga kendaraan ARFF harus menempuh rute memutar melalui jalan parimeter maupun jalan provinsi di sisi utara. Kondisi tersebut menunjukkan adanya kesenjangan antara standar keselamatan penerbangan dengan implementasi akses darurat di lapangan sehingga perlu dikaji lebih lanjut. Penelitian ini bertujuan menganalisis kondisi akses operasional kendaraan ARFF beserta kendala yang dihadapi serta mengidentifikasi kebutuhan akses guna mendukung penanganan keadaan darurat di area selatan bandar udara tersebut. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus, dipilih karena mampu menghasilkan pemahaman mendalam terhadap kondisi akses operasional berdasarkan fakta di lapangan tanpa bermaksud menguji hipotesis. Data dikumpulkan melalui observasi lapangan, wawancara mendalam terhadap empat Operation Chief unit ARFF yang dipilih secara purposive sampling, dan studi dokumentasi, kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa ketiadaan jalan penghubung dan emergency access gate menyebabkan kendaraan ARFF dari Fire Station 1 menuju jalan umum sisi selatan harus menempuh jarak 9,36 km (±4 menit 50 detik), jauh lebih panjang dibandingkan estimasi 0,78 km (±24 detik) apabila akses langsung tersedia. Berdasarkan temuan tersebut, penyediaan jalan penghubung yang terintegrasi dengan emergency access gate menjadi kebutuhan akses operasional utama untuk meningkatkan konektivitas serta efektivitas penanganan keadaan darurat di area selatan Bandar Udara Internasional Yogyakarta, dan disarankan menjadi bahan evaluasi pengelola bandar udara serta rujukan bagi penelitian lanjutan mengenai perencanaan teknis infrastruktur akses darurat.
