Strategi Penindakan dalam Mengatasi Aksi Terorisme di Indonesia: Studi Kasus Bom Bali 2002

The 2002 Bali Bombings, which occurred on October 12, 2002, were the most destructive terrorist bombings in Indonesian history. The tragedy claimed 202 lives and injured more than 200 people. This study aims to analyze the Indonesian government's response strategies to these acts of terrorism through an analytical framework of asymmetric warfare. The approach used in this study is qualitative analytical with a single case study research design. Data were collected through literature studies and reports/news relevant to the issue being studied. The data were then analyzed using content analysis techniques. The results indicate that the 2002 Bali Bombings were a concrete manifestation of asymmetric warfare strategically designed by Jemaah Islamiyah (JI), an Al-Qaeda affiliate. The state's response to the bombings was to issue Perppu No. 1 of 2002, establish a Detasemen Khusus (Densus 88) as a special counterterrorism unit, and strengthen intelligence aspects through international cooperation. Operationally, Indonesia's counterterrorism strategy following the 2002 Bali Bombings proved effective in neutralizing the Jemaah Islamiyah (JI) network until its disbandment in 2024. However, challenges remain, including the potential for lone wolf attacks and digital radicalization. It can be concluded that the effectiveness of counterterrorism strategies must be implemented over the long term and comprehensively evaluated so that the country can build an adaptive and proactive security ecosystem to address the increasingly transforming threat dynamics.
