Strategi Pusat Misi Pemeliharaan Perdamaian TNI Dalam Penyiapan dan Pembekalan Satgas Force Head Quarter Support Unit (FHQSU) pada Misi PBB UNIFIL

Indonesia merupakan salah satu negara penyumbang pasukan terbesar dalam misi United Nations Interim Force in Lebanon (UNIFIL) dan sejak tahun 2008 secara konsisten mengirimkan Satuan Tugas Force Head Quarter Support Unit (FHQSU) sebagai unsur pendukung operasional Markas Besar UNIFIL di Naqoura, Lebanon Selatan. Kualitas penyiapan dan pembekalan personel oleh Pusat Misi Pemeliharaan Perdamaian TNI (PMPP TNI) menjadi faktor penentu keberhasilan misi. Penelitian ini bertujuan menganalisis strategi PMPP TNI dalam penyiapan dan pembekalan Satgas FHQSU serta mengevaluasi efektivitasnya, menggunakan pendekatan kualitatif dengan metode studi kasus fenomenologi melalui wawancara mendalam terhadap pejabat PMPP TNI, Komandan Satgas FHQSU, dan personel kunci yang diperkuat studi kepustakaan. Hasil penelitian menunjukkan bahwa strategi PMPP TNI mencakup seleksi personel berbasis kompetensi multidimensi meliputi kesehatan fisik dan psikologis, profesionalisme teknis, kemampuan bahasa, serta rekam jejak disiplin, yang kemudian dilanjutkan dengan Pre-Deployment Training (PDT) yang mengintegrasikan Core Pre-Deployment Training Material (CPTM) dan Specialized Technical Module (STM) mencakup hukum internasional, hak asasi manusia, kesadaran budaya lokal, latihan simulatif, dan komunikasi multinasional. Meskipun personel FHQSU mampu mempertahankan kinerja yang konsisten, terdapat kesenjangan antara standar ideal dan realitas lapangan pada aspek spesialisasi teknis, kemampuan bahasa, dan adaptasi budaya yang diatasi melalui pelatihan tambahan, pendampingan senior, dan mekanisme After Action Review (AAR). Penelitian ini merekomendasikan pengembangan sistem pemetaan kompetensi berbasis teknologi informasi serta penguatan evaluasi kinerja yang adaptif guna meningkatkan efektivitas Satgas FHQSU pada misi mendatang.
