Strategi Operasi Militer Terhadap Gerakan Aceh Merdeka di Provinsi Nanggroe Aceh Darussalam (Periode 1989-1998 dan 2003-2004)

Strategi operasi militer Pemerintah Indonesia dalam menghadapi Gerakan Aceh Merdeka (GAM) pada periode Daerah Operasi Militer (DOM) tahun 1989–1998 dan Operasi Terpadu tahun 2003–2004 didasarkan pada analisis strategi Arthur F. Lykke Jr., yakni tujuan strategis (ends), cara pelaksanaan (ways), dan sumber daya (means) yang digunakan pemerintah, serta mengevaluasi efektivitas strategi terhadap kondisi keamanan, sosial, politik, keutuhan NKRI, dan hubungan antara pemerintah pusat dengan Pemerintah Aceh. Metode kualitatif dengan pendekatan studi kasus dan desain deskriptif-komparatif digunakan dalam penelitian ini. Hasil penelitian menunjukkan bahwa pada periode DOM, tujuan strategis pemerintah berorientasi pada mempertahankan keutuhan NKRI dan menghancurkan kapasitas militer GAM melalui pendekatan keamanan (operasi kontra-insurgensi dengan pengerahan sumber daya militer secara besar-besaran). Sebaliknya, pada periode Operasi Terpadu, pemerintah mulai menerapkan strategi yang lebih komprehensif dengan mengintegrasikan operasi militer, penegakan hukum, pemulihan pemerintahan, serta pendekatan kemanusiaan, bertujuan stabilitas keamanan yang lebih baik dan membuka ruang bagi penyelesaian konflik melalui jalur politik yang berpuncak pada Perjanjian Helsinki tahun 2005. Kesimpulannya, efektivitas strategi operasi militer sangat dipengaruhi oleh keseimbangan antara tujuan, cara, dan sumber daya sebagaimana dijelaskan dalam konsep Ends–Ways–Means. Strategi yang terlalu menitikberatkan pada penggunaan kekuatan militer terbukti hanya mampu menghasilkan stabilitas jangka pendek, sedangkan strategi yang mengintegrasikan dimensi keamanan, politik, hukum, sosial, dan pembangunan memiliki peluang lebih besar dalam menciptakan perdamaian yang berkelanjutan serta memperkuat integrasi nasional.
