Abstract

Solok Regency's hilly terrain and watershed areas make it prone to hydrometeorological disasters, particularly flooding, a vulnerability worsened by land use inconsistent with spatial planning and ecological functions. This research analyzes the legal regulation of land policy in controlling land use to reduce flood risk in Solok Regency, evaluates its conformity and effectiveness, and formulates applicable legal strategies. The method used is normative legal research through statutory, conceptual, historical, and analytical approaches, examining the Basic Agrarian Law alongside spatial planning, environmental, and disaster management regulations. Results show that national agrarian law positions land as carrying social and ecological functions under Article 6 of the UUPA, yet regulatory disharmony, weak oversight, and sectoral approaches persist, leaving land use in flood-prone areas uncontrolled. Stronger integration of land policy, spatial planning, and disaster management, along with consistent enforcement of land's social function, is needed to support sustainable development and reduce flood risk.
