Strategi Kampanye Militer Terpadu: Analisis SWOT Terhadap Peran Komando Operasi TNI di Papua

Tesis ini menganalisis secara mendalam peran strategis Komando Operasi Tentara Nasional Indonesia (Koops TNI) Papua dalam melaksanakan konsep operasi terpadu guna mendukung tugas pokok TNI di wilayah perbatasan darat Papua-PNG. Pendekatan penelitian yang digunakan adalah kualitatif deskriptif dengan desain studi kasus tunggal terjalin. Data dikumpulkan melalui wawancara mendalam dengan 11 informan kunci lintas sektor (operasi, intelijen, logistik, Pemda, dan tokoh adat), observasi lapangan di Jayawijaya dan Nduga, serta studi dokumentasi kebijakan nasional. Temuan penelitian menunjukkan bahwa Koops TNI Papua, khususnya melalui sub-komando terpadu Koops Habema, telah menggeser paradigma operasi dari militeristik murni menuju integrasi fungsi pertahanan darat dan Pembinaan Teritorial yang humanis berbasis smart power. Analisis SWOT kuantitatif menghasilkan skor IFAS sebesar 2,984 dan EFAS sebesar 2,629, menempatkan organisasi di Kuadran I (Agresif) pada koordinat (+1,330; +1,039). Hal ini merekomendasikan implementasi Strategi Strengths-Opportunities (SO) secara ofensif. Hambatan operasional utama yang diidentifikasi meliputi kendala medan geografis ekstrem, fenomena blank spot komunikasi, keterbatasan armada transportasi helikopter, serta ancaman taktik gerilya asimetris KKB/OPM. Strategi optimalisasi dirumuskan melalui penguasaan informasi udara berbasis drone surveillance, pembentukan pusat koordinasi terpadu TNI-Polri-Pemda secara real-time, serta akselerasi pembangunan jalan inspeksi perbatasan terintegrasi pemberdayaan ekonomi masyarakat lokal adat Papua
