Penelitian ini bertujuan untuk mengetahui bagaimana peran BPJS Kesehatan dalam memenuhi hak atas pelayanan kesehatan bagi warga masyarakat Kota Medan serta apa hak pelayanan kesehatan yang seharusnya masyarakat dapatkan sebagai penerima bantuan kesehatan BPJS dalam memenuhi hak atas pelayanan kesehatan masyarakat Kota Medan. Adapun jenis penelitian ini yaitu penelitian deskriptif kualitatif. Penelitian ini dilakukan dengan metode wawancara serta observasi dengan informasi dari staff atau pegawai BPJS kota Medan. Serta analisis data dalam penelitian ini yaitu reduksi data, penyajian data dan menarik kesimpulan.
