Implementation of Religious Education Services for Students Who Believe in the Sapta Dharma Belief

Religious education is a human right of every student that must be fulfilled by the State, including students who adhere to the Sapta Dharma belief. Efforts to fulfill these human rights are regulated in Minister of Education and Culture Regulation Number 27 of 2016 concerning Education Services for Belief in God Almighty in Education Units. However, after the publication of Minister of Education and Culture Regulation no. 27/2016, it was still found that there were students who adhere to the Sapta Dharma belief who still received religious education that was not in accordance with their beliefs. This research was conducted to determine the implementation of Minister of Education and Culture Regulation No. 27/2016 in fulfilling the educational rights of adherents of the Sapta Dharma Faith in Sukoreno Village, Umbulsari District, Jember Regency, East Java Province. The research uses qualitative methods with interview techniques, observation and document study. Data was analyzed using an interactive analysis model through the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that the four factors determining the success of policy implementation have not been fulfilled, so that Minister of Education and Culture Regulation Number 27 of 2016 for adherents of the Sapta Dharma Belief cannot be implemented properly.
