Abstract

Gerakan separatisme di Papua merupakan ancaman multidimensional terhadap keamanan nasional Indonesia yang menuntut sinergi antarlembaga keamanan negara. Penelitian ini bertujuan menganalisis implementasi interoperabilitas Satgas TNI–Polri–BIN dalam mengatasi separatisme di Papua serta merumuskan strategi penguatannya. Penelitian menggunakan metode kualitatif dengan desain studi kasus melalui analisis dokumen resmi, literatur akademik, dan temuan lapangan pada wilayah rawan konflik seperti Nduga, Intan Jaya, dan Puncak. Hasil penelitian menunjukkan bahwa interoperabilitas telah berjalan dalam bentuk patroli gabungan, penyekatan wilayah, dan dukungan intelijen, namun belum optimal akibat ego sektoral, perbedaan SOP, keterbatasan sistem komunikasi, dan belum adanya komando terpadu permanen. Pembahasan menegaskan perlunya integrasi struktural, prosedural, dan teknologi C4ISR serta pendekatan smart power. Penelitian menyimpulkan bahwa interoperabilitas merupakan prasyarat strategis bagi stabilitas keamanan Papua dan keutuhan NKRI.
