Hak Kewarganegaraan dan Hambatan Sosial: Reintegrasi Mantan Narapidana dalam Bayang-bayang Sanksi Sosial

Penelitian ini bertujuan menganalisis kesenjangan antara pengakuan hak kewarganegaraan mantan narapidana secara hukum dengan realitas hambatan sosial yang mereka hadapi dalam proses reintegrasi di Kecamatan Campalagian, Kabupaten Polewali Mandar. Pendekatan kualitatif dengan desain studi kasus digunakan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Informan penelitian meliputi mantan narapidana, tokoh adat, tokoh agama, aparat desa, dan pelaku usaha. Analisis data dilakukan secara tematik dengan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan bahwa proses reintegrasi masih dihambat oleh stigma sosial berbasis nilai budaya siri’, diskriminasi administratif, keterbatasan akses kerja, serta lemahnya implementasi kebijakan. Sanksi sosial yang terinstitusionalisasi menyebabkan mantan narapidana mengalami marginalisasi sosial dan ekonomi. Penelitian ini merekomendasikan penguatan pendekatan multidisiplin berbasis budaya, reformasi pelayanan publik yang nondiskriminatif, serta peningkatan koordinasi lintas sektor guna mewujudkan reintegrasi yang berkeadilan dan berkelanjutan.
