Prosedur Pengadaan Barang Strategis dan Teknologi Sensitif Indonesia

Penelitian ini membahas prosedur pengadaan barang strategis dan teknologi sensitif di Indonesia dalam konteks perdagangan internasional. Barang strategis, termasuk teknologi berteknologi tinggi dan dual-use goods, memiliki peran krusial dalam menjaga kedaulatan negara sekaligus mendukung modernisasi pertahanan. Pada tataran global, rezim hukum internasional seperti Nuclear Non-Proliferation Treaty (NPT), Chemical Weapons Convention (CWC), Biological Weapons Convention (BWC), dan Arms Trade Treaty (ATT), serta kesepakatan non-mengikat seperti Wassenaar Arrangement dan Missile Technology Control Regime (MTCR), menjadi acuan utama dalam membatasi proliferasi senjata dan penyebaran teknologi berbahaya. Di tingkat nasional, Indonesia telah menetapkan kerangka hukum melalui Undang-Undang No. 16 Tahun 2012 tentang Industri Pertahanan, Undang-Undang No. 3 Tahun 2002 tentang Pertahanan Negara, serta Peraturan Menteri Pertahanan No. 17 Tahun 2014 yang mengatur prinsip efisiensi, efektivitas, transparansi, keadilan, akuntabilitas, dan kerahasiaan dalam pengadaan Alutsista.
