Strategi Distribusi Logistik Guna Pemenuhan Kebutuhan Bekal Kelas 1 Satuan Tugas Pengamanan Perbatasan Republik Indonesia-Malaysia

Penelitian ini mengkaji sistem distribusi bekal kelas 1 bagi Satgas Pamtas RI-Malaysia di wilayah Kalimantan Utara dan Kalimantan Timur yang belum berjalan optimal. Hambatan utama meliputi keterbatasan infrastruktur, medan ekstrem, keterbatasan moda transportasi, dan sistem informasi logistik yang belum terintegrasi. Penelitian bertujuan menganalisis kondisi aktual distribusi bekal kelas 1, mengidentifikasi faktor-faktor yang memengaruhi efektivitas penyaluran bekal, serta merumuskan strategi distribusi logistik yang optimal. Metode yang digunakan adalah kualitatif dengan desain fenomenologi, melalui wawancara mendalam terhadap lima informan kunci, observasi lapangan, dan analisis dokumen. Analisis data menggunakan model Miles, Huberman, dan Saldana, diperkuat dengan perangkat lunak NVivo. Hasil penelitian menunjukkan distribusi berjalan sesuai prosedur namun belum optimal. Ditemukan keterlambatan pengiriman bekal di pos-pos terpencil, kekurangan personel logistik, keterbatasan dukungan angkutan udara akibat alokasi Avtur yang terbatas, serta sistem informasi logistik yang masih dikelola secara manual. Strategi yang dirumuskan menggunakan kerangka Ends-Ways-Means mencakup penguatan infrastruktur gudang transit, integrasi teknologi informasi dalam manajemen distribusi, penguatan koordinasi lintas instansi, serta peningkatan fleksibilitas sistem melalui jalur dan prosedur alternatif.
