Strategi Optimalisasi Dukungan Pesawat Angkut Berat C-130 Skadron Udara 32 Dalam Operasi Logistik Satgas TNI AD Kodam V/Brawijaya di Wilayah Pegunungan Papua

Operasi logistik militer di wilayah Pegunungan Papua memiliki tingkat kompleksitas tinggi karena dipengaruhi oleh kondisi geografis pegunungan, keterbatasan akses darat, keterbatasan infrastruktur penerbangan, dinamika cuaca, serta kebutuhan distribusi logistik yang cepat dan aman bagi satuan tugas TNI AD. Penelitian ini bertujuan menganalisis strategi dukungan pesawat angkut berat C-130 Skadron Udara 32 saat ini, mengidentifikasi hambatan operasi logistik di wilayah Pegunungan Papua, serta merumuskan optimalisasi strategi dukungan C-130 ke depan bagi Satgas TNI AD Kodam V/Brawijaya. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui studi kepustakaan, analisis dokumen, dan matriks SWOT/TOWS. Hasil penelitian menunjukkan bahwa dukungan C-130 masih dominan bertumpu pada pola air landing ke bandara atau pangkalan yang memenuhi syarat operasi, sementara kemampuan air dropping, evakuasi medis udara, dan integrasi logistik lintas matra belum sepenuhnya optimal. Hambatan utama mencakup medan pegunungan, cuaca, keterbatasan bandara, kesiapan pesawat, keterbatasan alat penerjunan, kekurangan kualifikasi air crew tertentu, serta belum optimalnya SOP dan koordinasi lintas matra. Strategi optimalisasi yang direkomendasikan meliputi pembentukan Joint Air Logistics Cell, penyusunan SOP logistik udara lintas matra, peningkatan kesiapan pesawat dan CDS/LCLA, penguatan latihan terpadu TNI AU-TNI AD, pengembangan hub logistik udara berlapis, dan penerapan prioritas logistik berbasis kebutuhan operasi.
