Abstract

Konflik komunal dan interkomunal di Abyei, wilayah yang disengketakan antara Sudan dan Sudan Selatan, bersumber dari sengketa batas wilayah, identitas etnis, dan perebutan sumber daya alam. Penelitian ini bertujuan menganalisis pelaksanaan fungsi Military Observers (Milobs) TNI dalam misi United Nations Interim Security Force for Abyei (UNISFA), strategi dialog kepada masyarakat setempat, serta faktor penghambatnya selama 2023–2024. Penelitian menggunakan metode kualitatif deskriptif-analitis melalui wawancara mendalam, studi dokumentasi, dan studi kepustakaan, dianalisis dengan model interaktif Miles, Huberman, dan Saldaña. Hasil penelitian menunjukkan Milobs TNI telah menjalankan fungsi observasi, patroli, monitoring, verifikasi, dan pelaporan sesuai mandat Perserikatan Bangsa-Bangsa, serta membangun dialog melalui pelibatan tokoh adat, tokoh agama, dan pemimpin masyarakat guna mencegah eskalasi konflik, meskipun masih menghadapi kendala bahasa, kepercayaan, keamanan, budaya, dan keterbatasan waktu. Efektivitas strategi ditentukan oleh integrasi fungsi observasi, diplomasi militer, komunikasi lintas budaya, dan pelibatan tokoh lokal.
