Abstract

Penelitian ini dilatarbelakangi oleh kompleksitas pengamanan wilayah perbatasan Indonesia–Timor Leste yang dihadapkan pada kondisi geografis, keterbatasan sarana prasarana, pelintas batas ilegal, penyelundupan, serta dinamika sosial masyarakat perbatasan. Penelitian ini bertujuan menganalisis kondisi aktual kemampuan Satgas Pamtas TNI AD, mengidentifikasi faktor kendala, serta merumuskan strategi peningkatan kemampuan dalam menjaga kedaulatan wilayah perbatasan. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif dan desain studi kasus. Penelitian dilaksanakan di wilayah perbatasan darat Indonesia–Timor Leste dengan pengumpulan data melalui observasi, wawancara terhadap informan kunci, dan studi dokumentasi. Hasil penelitian menunjukkan kemampuan Satgas Pamtas secara umum cukup baik, tetapi belum optimal akibat keterbatasan personel, sarana prasarana, komunikasi, teknologi pengawasan, kondisi geografis, dan koordinasi lintas instansi. Strategi peningkatan dilakukan melalui penguatan personel, latihan pratugas, optimalisasi operasi, pemanfaatan teknologi pengawasan, koordinasi lintas instansi, dan pemberdayaan masyarakat perbatasan.
