Evaluasi Strategi Penanganan Irregular Operations oleh Integrated Operation Control Center (IOCC) Dalam Meminimalkan Keterlambatan Penerbangan Lion Air Group

Penelitian ini bertujuan untuk mengidentifikasi bentuk irregular operation (IROPS), menganalisis strategi penanganan, dan mengevaluasi efektivitas strategi tersebut yang diterapkan oleh Integrated Operation Control Center (IOCC) Lion Air Group dalam meminimalkan keterlambatan penerbangan, mengingat Lion Air mencatat On-Time Performance (OTP) sebesar 68,71% pada tahun 2024, masih di bawah rata-rata nasional sebesar 73,78%. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif evaluatif dan strategi studi kasus tunggal. Data dikumpulkan melalui wawancara mendalam dengan empat informan, observasi nonpartisipatif di ruang IOCC, dan telaah dokumen Standard Operating Procedure (SOP) IOCC-QS-SOP/OCC-02, yang dianalisis menggunakan teknik triangulasi sumber serta model interaktif Miles, Huberman, dan Saldaña (2014). Hasil penelitian menunjukkan bahwa IROPS dipengaruhi oleh faktor internal (late incoming aircraft, gangguan teknis, minus aircraft, ketidaksiapan kru) dan faktor eksternal (cuaca buruk, pembatasan Air Traffic Flow Management, unexpected NOTAM, force majeure). IOCC menerapkan koordinasi lintas unit, sembilan opsi pemulihan operasi, prosedur Emergency Response Plan (ERP), dan Minus Aircraft Procedure. Evaluasi terhadap empat dimensi (kecepatan respons, kualitas koordinasi, ketepatan pemilihan tindakan, dan pencegahan delay propagation) menunjukkan strategi tersebut sudah kuat pada level operasional-taktis, namun masih memerlukan peningkatan pada kecepatan pelaporan administratif, integrasi sistem, dan kapasitas prediktif.
