Strategi Peningkatan Kapabilitas Satgas Aviasi TNI Melalui Transformasi Pengadaan Alutsista (Studi Kasus Satgas Helikopter TNI Konga XXXVIII/MINUSMA)

Penelitian ini bertujuan menganalisis strategi peningkatan kapabilitas Satgas Aviasi TNI melalui transformasi pengadaan alutsista pada Satgas Helikopter TNI Konga XXXVIII/MINUSMA. Latar belakang penelitian ini adalah meningkatnya kompleksitas operasi pemeliharaan perdamaian PBB pada misi United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), yang ditandai oleh ancaman asimetris, kondisi geografis ekstrem, serta tuntutan interoperabilitas standar PBB. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui studi kasus dengan teknik pengumpulan data berupa wawancara mendalam, studi dokumen, serta analisis SWOT yang diperkuat dengan matriks IFAS dan EFAS. Hasil penelitian menunjukkan adanya ketidaksesuaian antara spesifikasi alutsista yang digunakan dengan standar capability requirement PBB, terutama pada aspek avionik, kemampuan operasi malam, sistem perlindungan diri, dan dukungan pemeliharaan. Oleh karena itu, peningkatan kapabilitas Satgas Aviasi TNI perlu dilakukan melalui transformasi pengadaan berbasis capability-based procurement dengan skema dry lease agar lebih fleksibel, efisien, dan sesuai kebutuhan misi.
