Analisis Kesenjangan Kebijakan Pengendalian Pemanfaatan Ruang Berbasis Mitigasi: Tinjauan Evaluasi Pembangunan Infrastruktur Publik pada Zona Merah Multi-Ancaman Bencana

Penelitian ini bertujuan untuk mengevaluasi kesenjangan tata kelola ruang terhadap mitigasi bencana melalui tinjauan evaluasi pembangunan infrastruktur publik di zona merah multi-ancaman. Menggunakan pendekatan kualitatif dengan metode studi dokumen, penelitian ini menerapkan desain komparatif dan normatif untuk membandingkan kerangka regulasi mitigasi risiko dengan realitas legal peruntukan ruang. Sumber data bertumpu sepenuhnya pada data sekunder yang diklasifikasikan ke dalam tiga kelompok: instrumen mitigasi ideal (Kajian Risiko Bencana), produk tata ruang (RTRW/RDTR), dan pembuktian empiris (Laporan Kinerja Instansi serta triangulasi media massa). Data dianalisis menggunakan teknik analisis isi kualitatif melalui tahapan kondensasi, penyajian dalam matriks kesenjangan kebijakan, dan penarikan kesimpulan. Hasil penelitian menunjukkan adanya diskoneksi tekstual yang signifikan antara rekomendasi teknis dalam dokumen mitigasi dengan ketetapan peruntukan kawasan dalam regulasi tata ruang. Matriks kesenjangan kebijakan mengonfirmasi bahwa pembangunan infrastruktur publik di zona merah sering kali dipaksakan secara legal-formal dalam RTRW meskipun bertentangan dengan peta indeks risiko bencana. Triangulasi kontekstual melalui laporan kinerja instansi dan berita media massa memperkuat temuan bahwa ketidakselarasan regulasi ini berkontribusi langsung pada kegagalan struktural infrastruktur vital di wilayah rawan. Penelitian ini menyimpulkan perlunya rekonsiliasi regulasi yang adaptif guna menyinkronkan standar mitigasi ke dalam instrumen pengendalian ruang demi menjamin resiliensi pembangunan nasional..
